Al-Quds Open University took part in the regional dialogue and workshop on Open Educational Resources (OER) held in Egypt on 15–16 December 2025, organized by the UNESCO Cairo Office.
Dr. Mahmoud Hawamdeh, Director of Al-Quds Open University’s Yatta Branch, participated as a member of the regional experts’ delegation. The workshop brought together 11 experts from Tunisia, Morocco, Qatar, Lebanon, Palestine, Libya, Bahrain, and the United Arab Emirates, who exchanged experiences and expertise and discussed ways to strengthen regional cooperation in the field of OER and its role in supporting and developing national education systems.
Discussions focused on the impact of open educational resources on improving the quality of education and expanding access to knowledge. The workshop resulted in the preparation of a technical report and practical recommendations, developed in alignment with UNESCO’s 2019 OER recommendation, the OER implementation guidelines, and the Dubai Declaration on Open Educational Resources. These outcomes support Egypt’s priorities in developing and strengthening its national OER strategies and building on existing initiatives and infrastructure.
The event was hosted by Cairo University, with the support of the Egyptian National Commission for UNESCO, and with the participation of institutions from the Ministries of Education and Higher Education, the Quality Assurance Authority, and the Egyptian Knowledge Bank (EKB), alongside representatives from UNESCO–Paris. Dr. Hawamdeh’s participation in this regional event underscores the active Palestinian presence in contemporary educational issues and reflects Al-Quds Open University’s commitment to contributing to the development of OER policies and practices, enhancing regional cooperation, shared learning, and future development prospects in this field.
