Scientific Research and Postgraduate Programme
Establishment of Programme:
Development requires academics and researchers of different specializations to take the initiative to carry out genuine and innovative research in all domains of knowledge. This is so because scientific research is one of the main functions of a university. In addition, the progress and success of any university is a result of its achievement of researches conducive to development and yielding good returns
Having been aware of the significance of scientific research and its role in substantiating the message and task of the university and emphasizing its role in the service of society, QOU established the scientific research and postgraduate studies programme. It has given this programme the utmost of its concern and efforts with the aim of developing and promoting it, particularly in the field of postgraduate studies. QOU administration has submitted a proposal to the Ministry of Education and Higher Education to approve four M.A. programmes.
Programme Objectives and Tasks:
- Encouraging and supporting scientific and educational research and production of the university faculty members in all fields with the aim of increasing the role of the university in serving the community;
- Suggesting bylaws and procedures to organize and control scientific research in the university;
- Innovating Programmes of postgraduate studies in many disciplines which will effectively contribute to more scientific production;
- Establishing a general policy for scientific research at the university and specifying means of implementing this policy;
- Supporting participation in conferences and symposia held locally and internationally;
- Holding specialized conferences and symposia which achieve the objectives of the university and increase its interaction with the community;
- Supporting the writing and publishing of valuable books through the department of publication in the programme after reviewing them according to rules and regulations adopted by the programme;
- Approving research and study projects and following up their implementation, approval by referees and spending on them according to regulations applied in this regard;
- Organizing the process of communication among research centers at home and abroad and fostering cooperation with them;
- Establishing a research database which provides the necessary information for researchers;
- Finding financial support for the university researchers whether from the university itself or from other resources.

Programme Units:
- Scientific Research Council:
This council has been recently formed upon approval of Prof. Younis Amro in order to promote and develop scientific research at the university. Its suggested tasks can be summed up as follows:
- Suggesting an annual research plan and preparing the budget needed for it to be approved by the university headquarters.
- Studying the rules and bylaws organizing scientific research to be modified and approved by the parties concerned in the university.
- Studying scientific projects proposed by researchers in the university to evaluate and approve them for financial support according to the directives regarding supporting scientific production at the university.
- Organizing the process of communication among research centers at home and abroad.
- Studying the annual report on the activities of the scientific research and postgraduate studies programme before submitting it to the University Administration.
- Postgraduate Studies Council:
A Council will be formed to supervise the postgraduate programmes after the approval of
the Ministry of Education and Higher education to start these programmes.
- Distance Education and Open Education Development Center:
Distance Education and Open Education Development Center objectives are to conduct theoretical and practical research and to supervise academic and educational projects that are related to distance education.
- Translation and Publishing:
As directed and supported by Prof. Younis Amro, the programme has prepared a list of directives regarding supporting and publishing the scientific production of the university faculty members. After the official approval of the directives, the programme will receive researches, studies and books both original and translated, to be evaluated and prepared for publication in accordance with procedures guaranteeing the rights of the university on one hand, and those of the authors on the other.
- The Refereed Journal:
This is a biannual academic journal of which five issues have appeared so far. It is a forum for researchers at QOU and other Palestinian and Arab Universities. The journal has an editorial board that lays down its policy and specifies the machinery of publication. The journal receives original researches from researchers in QOU or other universities or institutions. Research publication passes through a number of procedures including evaluation, confidential reviewing in order to choose good scientific researches that add good quality to human knowledge and scientific research. QOU administration encourages and facilitates the researchers’ task. It finances all expenses related to the evaluation and reviewing of researches in addition to their publication in a regular refereed academic journal.
- Library:
The programme has already started to build a specialized library which contains many references and specialized sources. The library will be developed and provided with more and more books and sources of information.
Refugees Studies File:
This File aims at serving refugees through documentation, archives, scientific research and field studies. It also supervises scientific projects relating to refugee camps and their conditions. The programme has conducted many activities in this regard. For More Informations click>>>
The Program Structure:
The programme conducts its activities and practices its role in the service of scientific research and its development according to the following hierarchical structure:
Postgraduate Studies Programme
The programme has prepared in cooperation with a number of experts four postgraduate programmes which include:
- Open Education and Distance Learning.
- Information Systems
- Social Work.
- Master of Public Administration (MPA)
These programmes have been forwarded to the Ministry of Higher Education. for approval and authorization.
Future Plans:
- Following up approval and authorization of the proposed postgraduate programmes in addition to completing the required preparations to launch these programmes for QOU and Palestinian universities graduates.
- Finding financial and moral incentives for researchers at the university in a manner that serves scientific research at the university.
- Simplifying procedures of obtaining support in all fields in order to motivate an increase in scientific research.
- Forming complementary research teams in all fields of scientific research, facilitating their tasks and solving difficulties that may arise.
- Finding financial resources from donors to finance proposed projects.
- Preparing special and accurate forms to facilitate communication between researchers and the programme in addition to facilitating procedures of supporting research projects and activities.
Among these forms are:
- Research project support form.
- Research proposal form.
- Printing and publishing researches/books support form.
- Supporting attendance of conferences and symposia form.
