"Quality of Teaching in Palestinian University Education"

Introduction:
The Education Program of the Academic Department at and the Quality Control Department of Al-Quds University holds an educational conference in the period 3-5.7.2004 under the title:
"Quality of the Palestinian University Education"
This topic was chosen for the following:
- The Palestinian university education witnessed a significant quantitative development in the last quarter of the past century and the advent of the third millennium and thus is in need for an evaluative close look.
- The development of the Palestinian university education came through a period of unstability politically, economically, and even geographically which was reflected negatively on this development.
- Quality is considered an important element in the performance of universities especially as they provide the society with trained manpower that is essential for its development. Thus, Al-Quds Open University, realizing the importance of quality, has founded a special department that deals with quality control and is now carrying out its mission and participating actively in the activities of this conference.
- The subject of quality has not been studied deeply before by any academic institutional body related to university education such as universities, associations or educational centers.
- There is a growing local, national and international interest in this topic and it now has its own literature, measures, and special departments.

Goals of the Conference:
The conference aims to achieve the following goals:
- Illustrating the concept of quality in university education.
- Placing special focus on all elements related to quality in the Palestinian university education.
- Showing the importance of self-evaluation and external evaluation of the quality of Palestinian university education.
- Increasing the awareness of the academic and administrative bodies working at Palestinian universities regarding the importance of quality.
- Participation in the development of Palestinian universities through the study of this topic and demonstrating it for the related associations.
- Emphasizing that quality is the evaluative distinctive factor for any university.
- Developing a framework for quality standards of Palestinian University Education.
- Contributing in the enrichment of the role of the Quality Control Department at QOU.
Themes of the Conference:
The conference deals with the quality of Palestinian university education with its two types: the traditional (regular) type and the open education and distance learning type through the following themes:
- Quality of university education (concepts, goals, importance).
- Means of establishing good quality control in university education (inputs, processes, outputs).
- Self-evaluation and external evaluation of the quality of Palestinian university education.
- Use of modern technology in general and information and communication technology in particular in upgrading Palestinian university education.
- Quality indicators of Palestinian university education.
- Experience of Al-Quds Open University in quality control.
- Arab and international experiences in quality.
