The Directorate of Academic Affairs is chaired by the Academic Vice President, currently Dr. Sufyan Kamal.
This directorate consists of the following programs (colleges) and departments:
Education, Administrative and Economic Sciences, Technology and Applied Sciences, Social and Family Development, and Agriculture.
The University offers five academic programs, all leading to a B.A / B.Sc. degree.

Each student’s study plan comprises four types of courses as follows:
- Foundation Courses (29 credits) which are obligatory to all university students. These are equivalent to the usually called required courses at other universities.
- Basic courses, which range from (28 credits for Computer Information System Major, for example, to 32 credits for Agriculture) and are equivalent to Faculty requirements at other universities.
- Required Major Courses. These differ in number according to major (for example 71 credits for Social Development).
- Free courses, which consist of 6 credits chosen from other majors offered by the university.
System of Study:
The university adopts open education and distance learning as a study system. The system, in general, entails the transference of education to the student in his area of residence or place of work, thus enabling the learner to study and work at the same time, and to adapt his study plan and progress in accordance with his different (changeable) conditions.
Distance Learning is based on the principles of self-learning, the learner’s independence and utilization of multi-media learning instruction, written, and audio and visual.
The University applies the system of credit hours as well as the obligatory-optional courses system.
The academic year is divided into:
- First Semester (16 weeks)
- Second Semester (16 weeks)
- Summer (8 weeks)
Arabic is the official language of instruction
Acceptance, Registration and Testing Department:
(Head of Department : Dr. Jamal Ibrahim)
This department is responsible for scheduling offered courses, keeping grades, graduating students and implementing the university policy of acceptance.
Policy of Acceptance:
Anyone holding the Palestinian Secondary School certificate, (Tawjihi) or its equivalent, irrespective of average or date of certificate ,may enroll in any of university programs leading to the B.A/B.Sc degree. In certain cases, it might be required for the enrollee to sit for a remedial exam in order to qualify for enrolment depending on the type of the Tawjihi certificate and the discipline (program) of choice
The university accepts transferred students from other universities. Transferred credits are also accepted, provided the student is not academically dismissed from his mother university, and provided these courses have equivalents in QOU study plan, in addition to meeting other criteria applied to that effect .Also community college students are accepted with transferred credits as allowed by the criteria applied.
The university Council decides on the number of students accepted per year in light of capacity of the university study centers and the size of the academic and administration faculties. Priority is given to old school leavers, while the new school leavers have to compete for enrolment (according to Tawjihi average).
Department of Curricula and Textbooks:
(Head of Department: Mr Ashour al-Kalouti)
Main Responsibilities:
- Conducting and following up the production of textbooks of all the university programs.
- Continually updating and developing textbooks in coordination with the deans of programs and other relevant bodies.
- Following up the courses offered and providing the textbooks needed semester by semester.
Department of measurement and Evaluation
This department was established at the beginning of the academic year 2000/2001 and entrusted with developing the skills of the academic supervisors (lecturers)in constructing their tools of evaluation such as tests, assignments and assessing the students achievement each semester.
Library and Learning Resources:
Each study center has a minilibrary which includes the main general references .A central library in the University Headquarters supervises these minilibraries.
Academic Councils:
It performs the basic task of the academic policy and develops the academic affairs of the university.

- Mr. Mohamad Lafi: Acting Dean of Social and Family Development (Member)
- Dr. Yousef Abu Farah: Dean of Administrative and Economic Sciences (Member)
- Mr. Sami Zawahreh: Acting Dean of Technology and Applied Science (Member)
- Mr. Ashour al-Kalouti: Director of Curricula and Textbooks (Secretary).
Academic Supervisors:
The number of full-time academic supervisors amounted to (300) member for the first semester of the academic year 2004/2005, while the number of part-time academic supervisors reached 1081 approximately, most of whom work at the other Palestinian Universities.
Textbooks:
By the year 2002 the university was able to write and produce 355 course textbooks divided among the Five University programs. It is worth mentioning that the total number of course textbooks needed for all the programs and majors offered so far is 443.
University Graduates:
By the end of the academic year 2003/2004, about (13700) students in various programs graduated from the University.
