Al-Quds Open University Campus Projects

Educational Region Campuses Construction plan in Al-Quds Open University is developed in accordance with the strategic directions of the University presidency to alter the leased premises by its owned ones. This strategy includes long term goals to enhance the performance, role and position of QOU in the Palestinian economy and community as a whole, which is reflected by the rapid and huge increase in the numbers of its learners.
The above mentioned facts will offer to the university the elasticity and the capabilities to extend horizontally and vertically, based on principles that take into consideration technical and academic quality aspects. Since these trends are a continuation of the university efforts, they aim to boost the open educational process in accordance with the quality management standards, and to meet the requirements and challenges of human resources development in Palestine.
Therefore, the Planning Department is following up the directions of QOU's presidency to coordinate the accomplishment of related studies, designs and required procedures to crystallize and to implement this strategy. QOU has accomplished important steps in that aspect as shown below:

First: The Implemented Campus Buildings Projects

  1. Bethlehem Educational Region Campus Project
    The final stage of the project includes main campus building and theatre, built on 5000m2 approximately. Bethlehem campus project has been implemented through two stages. The project was established on a terrain with area space 4000m2. The second stage of project had been delivered in November, 2007.




  2. North Gaza (Beit Lahia) Educational Region Campus Project
    The total area of allocated land for this project is 4000m2. The UNDP offered financial support to build the first stage of this project (Land + Basement floor), which had been accomplished in March, 2006. Then, QOU had been financed the building of the first floor which had been accomplished in August, 2006.


  3. Hebron Educational Region Campus Project
    This project in its last stage will be consisted of the main campus building and theatre, with total area surface 5800m2. The project was established on a terrain with total area space 4000m2. The project was implemented in two stages: The first one had been accomplished in April, 2007, while the second one is expected to be delivered in May, 2008.






  4. Gaza Strip Administrative Building
    Palestinian Land Authority allocated a terrain with total area space 1700m2. Also, QOU had obtained a license to establish this project with surface building area 850m2. This project was funded by the Cooperation and Welfare Association and by the French Agency for Development. The project which includes basement floor and the first floor had been finished in December, 2006.

Second: Campus Building Projects that are still under study and implementation

  1. QOU’s Buildings in Ramallah and Bireh
    This project includes: Educational Region Campus, General Administration Building, Postgraduate Institute Campus and ICTC Building.

    Palestinian Land Authority allocated a terrain with area space 16000m2 for the purpose of establishing the above mentioned university buildings in Ramallah and Bireh District. QOU released a tender for preparing the primary designs for its buildings in Ramallah and Bireh District, and the primary design for its Educational Region Campus there. Actually, the work is in course to form an evaluation committee, which will includes a representatives from QOU administrators, QOU engineering Consultants, Architects and a representatives from engineering trade Union. Furthermore, the endeavors are in course to look for funds to carry out this project, as the project proposal was submitted to many donors for that purpose.
  2. Qalqilya Educational Region Campus Project
    Qalqilya Municipality allocated a terrain with total space area 2700m2 for this purpose. The Board of Trustee and the University Council decided to implement the first stage of project with building area surface 1600m2. Since, the tender for preparing a building Masterplan and for preparing others tenders documents transferred to engineering office to finish it by 20/7/2008. Furthermore, the endeavors are in course to find external fund for this project, and the project proposal was submitted to several donors.
  3. Jenin Educational Region Campus Project
    QOU obtained a donated terrain with area space 7000m2 from Qabatya area within Jenin Municipality authorities. There are endeavors to buy another nearby terrain with a total area space of 8000m2. QOU contracted with Land Surveying Office to survey and to set a part the donated terrain, then to register it officially as a priority of QOU by August, 2008. The project proposal was submitted to many donors to secure funds to carry out the project.
  4. Nablus Educational Region Campus Project
    Palestinian Land Authority allocated terrain with total area space 4500m2 for building Nablus Educational Region Campus. QOU agreed with the Land Surveying Office to survey it and to set it apart. Now, QOU endeavor to find donors to fund its Campus Project in Nablus District.
  5. Jericho Educational Region Campus Project
    Because of the difficulty to find and acquire a suitable terrain to carry out the project of Jericho Educational Region Campus, QOU adopted another scenario based on long term land leasing from Department of Awqaf and Islamic Affairs. The proposed land location for that purpose was determined by QOU. The area space of that land is about 9500m2. Many meetings were held with related authorities for that respect. Now the Director of Jericho Educational Region Campus is in charge to follow up this subject to reach to a primary agreement with Department of Awqaf and Islamic Affairs in accordance with suitable conditions that take into consideration QOU's interests.
  6. Tulkarm Educational Region Campus Project
    In course of work, QOU allocated a terrain in Anabta for building Tulkarm Educational Campus. As, many previous scenarios were studied in that respect, the last scenario was the most suitable as demonstrated by the visit of planning department director and the university’s Engineering Consultant. This scenario deal with the ability to reach to an agreement with the Anabta municipality to allocate a terrain with area space 5000m2, besides, QOU has the ability to buy another 5000m2 nearby the donated one with a suitable price. Actually, this scenario is under study of QOU presidency to take a decision about it.
  7. Khanyounis Educational Region Campus Project
    Land Authority allocated 20000m2 for building the Khanyounis Educational Region Campus Project. The project proposal prepared and submitted to Arab Emirates Red Crescent. Besides, the endeavors will be continued to find other fund sources to carry out the project.
  8. Rafah Educational Region Campus Project
    Land Authority allocated 10000m2 for building the Educational Region Campus Project in Rafah District. The endeavors are in course to find out a required fund to carry out the project.
  9. Gaza al-Wusta Educational Region Campus Project
    Land Authority allocated a terrain with area space 3400m2 for building Gaza al-Wusta Educational Campus. QOU had been obtaining fund from UNDP to carry out this project, but because of the political situation in Gaza Strip, the tender was suspending.
