ICTC is the Center that is in charge of providing the University Branches with the required communication and information technology services. The Center is also in charge of computerizing the University administrative, academic, financial and production functions. Furthermore, ICTC is also responsible for enhancing the e-learning environment in addition to providing the needed infrastructure and connecting all branches with a central network and conducting the required training for the staff on using it.
Employing communication and Information technology to serve all sectors in the University as well as the local community in accordance with the latest techniques in addition to providing consultations and transferring skills to other institutions and universities.
Computerizing the University administrative, academic, financial and production functions and ensuring convenient infrastructure; computers and networks, in addition to the enhancement of the educational process through establishing the convenient electronic environment. Furthermore, its mission involves training the cadre of QOU on using the technology and transferring knowledge through training, consultations and exchanging expertise.

Goals and Objectives:
- Fulfilling the requirements of computerizing the administrative and academic functions of QOU and keeping abreast with the latest developments, through developing the infrastructure for the Intranet and Internet;
- Serving the academic process and the scientific research at QOU by establishing Communication and IT labs in addition to computer labs for the use of both academics and students;
- Smooth and gradual transition to e-learning; the first phase of this transition has already started by developing an academic portal;
- Interacting with the community including other universities and educational institutions.
- Enhancing communication between the Presidency of QOU and its Branches by developing communication tools and solving problems related to network overload. Moreover, providing safe and secure information, which is exchanged between internet and intranet;
- Providing the fundamental technological services i.e. email, internet, and computerized educational mediums to enrich the educational process;
- Controlling the data related to the university and providing the necessary precautions to protect it them from damage or loss, through the establishment of a common central database;
- Supporting the research units through providing necessary computing tools, registering in the global e-libraries and hosting them on the University website, in addition to establishing a virtual library.
Achievements: ICTC has implemented many projects that serve its objectives. The following summarize some of these achievements:
- The establishment of the largest computer network (Intranet) to connect the branches to each other using Fiber Distributed Data Interface;
- Hosting the Euro-Mediterranean Network, a direct communication line between UK and Palestine to transfer and exchange data at 45Mbps distributed among higher education institutions and scientific research institutions in Palestine;
- The development of the Academic Portal, which is considered as one of the most important achievements of the center, where the student can register, modify, delete, or add courses at any time, in addition to many services offered to the teaching staff, and to the directors of the Branches and the Study Centers;
- Ibn Sina Virtual University project, which aims to build knowledge community of the universities of the Mediterranean in order to share best practices through the e-learning centers of these universities and to promote the e-learning system.
- The development of the courses' management system to enable the teaching staff to have open discussions with students, and to download supporting educational materials via the File Manager Unit;
- The Development of The Alumni Portal, which includes many e-services such as The Recruitment Unit, The Graduate Counseling Unit, in addition to many other services;
- The development of The Administrative Portal, which includes many e-services such as internal correspondences, submitting and following-up leaves, vacations, staff evaluation, and online job applications.
- The development of The Computerized Questions' Bank, which is considered the first of its kind in the region, to manage and prepare exams using the best scientific and educational methods.
- Providing new training services through several internationally accredited programs, such as: The Oracle Academy in Palestine, The Academy of Microsoft, Prometric Test Center, TOEFL Test Center, ICDL Test Center, in addition to the exclusive agency of Certiport Company in Palestine. It is worth mentioning that Palestine has been added to the list of countries of international companies such as The Oracle Company, ETS and Certiport.
- Computerizing projects of some of the local community institutions either individually or in partnership with the private sector companies:
- Computerizing the project of The Ministry of Interior in cooperation with Ultimate Advanced Solutions and financed by GIZ.
- Computerizing Dar Al Kalemah University college through developing computerized systems for registration, admission and other e-services.
- TOT in the English language for the Palestinian Police trainers using e-learning techniques.
- Training of Communication and Information Technology staff of the Ministry of Interior, financed by The American Consulate.
- Training of The Ministry of Education coordinators, on Multimedia, financed by the Belgian Project.
- Training of Communication and information technology staff at the general Personnel Council financed by UNDP
- Training of UNRWA staff on ICDL financed by the American Consulate
- Rehabilitation of Communication and Information technology staff at the Ministry of Economy financed by GIZ
- Conducting several specialized training courses for local institutions financed by international institutions as a contribution of the University in enhancing the capacities in communication and IT in Palestine.
- Upgrading the Computer Labs (Jenin, Ramallah, and Hebron) of visually impaired persons in order to empower visually impaired students and community members, support their integration in the education process, improve their living conditions, and create job opportunities for them.
- Signing partnership agreements with national and international institutions like The University of Toulouse to cooperate in the development of educational multimedia.
- Organizing The Seventh ICT Day, which was held in 2013, and discussed Cloud Computing topics and Smart Phones applications.
