Biography

Dr. Eng. Yousef Sabbah is an associate professor of ICT. He earned his PhD at Cairo University, Egypt, 2012. Before that, he earned M.Sc. in Computing at Birzeit University, Palestine, 2005. In 1997, he earned his B.Sc. in Computer Engineering at Baghdad University, Iraq.

Dr. Sabbah is a researcher and consultant of digital transformation, e-learning, e-examination security, quality management, strategic planning and business continuity. In addition, he has an excellent experience in business process re-engineering and procedure/workflow diagram development, information system development and project management. Recently, he developed the National Transformation Policy of Palestine for the MITT, assigned by the ESCWA-UN, and approved by the Palestinian Council of Ministers and the International Telecommunication Union (ITU).

Moreover, Dr. Sabbah was a project coordinator or team member of the several Erasmus+ projects including Capacity Building and International Credit Mobility (ICM) 2015-2018. Also, he was the lead researcher and project manager of the e-learning intervention action research project for Palestinian primary and secondary schools funded by the Belgian Cooperation Agency (BTC) for the Palestinian MoE, 2014-2015. Before that, he was the team-leader of three main projects in Quality Assurance, Institutional and Program Evaluation, 2013-2015.

Dr. Sabbah has conducted several researches in employing digital technologies in developing several applications for online quality assessment, e-learning, e-examination monitoring. He is a fellow of Wawasan Open University, Malaysia, and Open Polytechnic of New Zealand, and member of several foundations, communities and research institutes and groups.
